Manager I performs routine managerial work overseeing the daily Asset Management Office (AMO) operations based on agency needs to include but not limited to establishing goals and objectives for AMO sections.
Work involves reviewing, analyzing and evaluating asset data; preparing reports and responding to customer and stakeholder inquiries related to asset management.
Managing staff daily scheduled tasks, priorities and meet productivity goals of AMO area.
Planning, assigning and overseeing work loads and task completion.
Monitoring CAPPS/SPA financial systems for asset transactions; recommending and approving appropriate action to resolve asset related transaction issues and managing/leading asset management internal projects as assigned.
Perform asset management functions to include maintaining asset records, documents, or reports.
Oversee administrative and provides technical guidance for asset property management and inventory control functions.
Oversees, maintains and analyzes status and disposition of asset inventory records and physical inventory to ensure compliance with state and/or agency property management regulations, policies and procedures.
Works under moderate supervision, with limited latitude for the use of initiative and independent judgement.
Supervises the work of other staff.
Essential Job Functions: Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Position Manages daily operation activities of asset management office, including but not limited to overseeing and managing staff workload, providing guidance for completing tasks and assisting direct reports, stakeholders and customers with inquiries to asset management policies and business processes.
15% Provides management weekly productivity reports in a concise format.
Establishes goals and objectives to meet productivity guidelines as outlined by the Director of AMO.
Reviews and approves work of assigned staff on a daily basis to ensure program area objectives are met.
5% Manager oversees staff's asset related research to identify corrections to ensure accuracy of asset records in all financial systems on a daily basis.
5% Manager's position evaluates Asset Management module financial system asset records and documents for accuracy; monitor asset records for compliance with departmental policies and procedures and with state and federal statutes.
10% Make recommendations to management for asset management program needs for improvement to operations, policies, business processes and or functions.
Coordinates and communicates with stakeholders for implementation of identified changes.
10% Monitors asset management financial system entries to ensure changes in the status and disposition of property are in accordance with federal, state and agency property accounting rules and regulations.
Provides asset management module technical guidance to others (for example: staff, contractors, internal programs areas, administrators, etc.
) on policies, procedures, rules, regulations, standards or requirements.
20% Evaluates asset management system interfaced transactions errors in support of asset management level 1 function for asset management module, reviews reports, logs or forms, researches discrepancies and communicates with other modules/ program areas for correction to data or information and explains the impact on the CAPPS AM module.
5% Provides inventory final condensed report to asset management directors, oversees asset management office and state wide ongoing or annual physical inventory project to ensure established program goals, deadlines, objectives and Texas State Comptroller compliance is met.
10% Manage assigned asset management direct report staff, ongoing and annual performance evaluations, individual development plan and activities in promotion of self-development.
5% Establishes program area goal and objectives for asset management staff to follow and develops and approves schedules for maintaining asset management system records.
15% Knowledge Skills Abilities: At least 4 years experience supervising the work of others in an asset management or supply related role.
2 years preferred experience in a Level 1 support.
At least 3 years verifiable experience analyzing data through processes involving accounting to reconcile asset management.
At least 5 years experience in Excel intermediate level or higher.
At least 5 years experience in database management that includes updating, troubleshooting.
Experience of local, state, and federal laws and regulations relevant to asset management practices, principles, business function for entire asset life cycle.
Skill in using logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions, or approaches to problems related to both personnel and business needs of dynamic asset management program area with competing objectives and goals.
Daily skilled use in operating computers with various software to accomplish complex tasks requiring technical analysis and guidance to fulfill customer request.
Ability to manage fluctuating Asset Management office program area, department staff and activities; and adjust establish goals and objectives to meet establish deadlines; Ability to devise solutions to Asset Management designated staff administrative problems while maintaining professional culture and open rapport with staff.
Must have ability to develop and evaluate asset management administrative policies and procedures to ensure alignment with agency policies and procedures.
Must be able to prepare timely scheduled concise reports required to inform customers or program executive management; to communicate effectively; and to plan, assign, and supervise the work of others.
Ability to evaluate complex asset management transactions and identity appropriate action and communicate findings to internal and external program area stakeholders.
Registration or Licensure Requirements: Initial Selection Criteria: Verifiable 4 years supervisory experience.
Verifiable 4 years asset management or warehouse supply experience.
