Two White Dogs Running On Frontage Road (Austin)

I was driving along today and stopped at the traffic light on the northeast corner of sh 130/toll 45 and 290.
West of Parmer at 290.
This was at about 3:40 p.
m.
1/30/24.
Two white dogs with long hair one of them with an orangish collar the other one without a collar, they were both white and their paws and underbellies were muddy, came running across 290 from under the highway, and they were headed north on 130 frontage road towards a construction entrance they were running in and out of traffic and they were about to be hit.
I stopped tried to get them in the car the one without a collar rolled over and wanted belly rubs, it was a female, but the one with the pale orangish collar barked and wouldn't come close did not know the sex of the dog with the collar.
Long hair, ya know! Both dogs as I said were white long-haired but a little muddy.
Tried calling Animal control wouldn't even pick up the phone couldn't get a hold of anybody, which is unsurprising.
Somebody lost these dogs out of the back of a truck or a backyard around the area because they were definitely friends if not siblings.
I hope someone finds them.
They both continued North, towards the gate of a construction area on the frontage road, and I was unable to get them.
