The agency does so by preserving our history, maximizing state revenue through innovative administration, and through the prudent stewardship of state lands and natural resources.
This position is with our Coastal Resources department.
Performs moderately complex (journey-level) auditing work for Coastal Resources programs.
Work involves examining, investigating, and reviewing records, reports, financial statements, and management practices to ensure legal compliance with state statutes and internal regulations; and conducting audits for program economy, efficiency, and effectiveness.
Works under general supervision, with moderate latitude for the use of initiative and independent judgment.
Veterans, Reservist or Guardsman with an MOS or additional duties that fall in the fields of Army - 36A Financial Manager; Navy - 310X SC - Supply Corps Officer; Coast Guard - 31Financial Management; Marines - 3404 Financial Management Officer; Air Force - 65FX Financial Management or other related fields pertaining to the minimum experience requirement may meet the minimum qualifications for this position.

Essential Job Duties: Conducts analysis of risk assessments, performs moderately-complex desk reviews and analysis of quarterly performance reviews to determine compliance with laws, rules, and regulations for various Coastal Resources programs.
Performs statistical sampling of data.
Examines and analyzes the management operations, internal control systems and structures, and accounting records for reliability, adequacy, accuracy, efficiency, and compliance with legal regulations; and reports erroneous or questionable transactions.
Prepares annual audit reports of findings, outlines discrepancies, and recommends corrective actions at the end of closed grant cycles.
This also includes an annual review of the selected projects chosen for desk reviews.
May conduct post-audit assessments.
Ensures compliance of Single Audit requirements of contractors.
Advises on the requirements, liabilities, and penalties of compliance and noncompliance, and recommends improved accounting or management operation systems controls.
This includes updating the tracking spreadsheet, describing any findings and management responses.
Responsible for ensuring grants database entries follow federal and state contract requirements, GLO procedures, and that all deliverables are complete.
Review grant file naming conventions and ensures consistency with policies and procedures.
Ensures compliance with document retention schedules and policies for maintaining official records.
May assist Internal Audit or outside audit contractors in performing audits to determine compliance with laws, rules, and regulations.
May conduct special investigations into questionable practices or records.
May provide testimony at formal or informal hearings.
Knowledge, Skills and Abilities: Knowledge of accounting and auditing methods and systems; of generally accepted auditing standards and procedures; and of computer technology principles, terminology, programming, and automated systems.
Knowledge of laws and regulations pertaining to grants and contract administration, of business administration principles and practices, and of research and budgeting processes.
Skill in the use of computers, associated software applications, and sampling techniques.
Ability to compose clear and concise audit reports, to gather and analyze accurate and relevant audit information, to evaluate accounting and management operations systems for accuracy and legal conformance, to accurately complete and assemble audit working papers, to communicate effectively.
Physical Requirements: This position requires the employee to primarily perform sedentary office work; however, mobility (moving around the work-site) is routinely required to carry out some duties.
This position requires extensive computer, telephone and client/customer contact and communication.
It requires the ability to move and position oneself as needed for filing and similar routine office duties.
The job also requires normal cognitive abilities requiring the ability to learn, recall, and apply certain practices and policies.
It requires the stamina to maintain attention to detail despite interruptions.
Ability to read printed materials and computer screens.
The individual must be able to move and transport records, documents, boxes, and all related information and materials, weighing up to 20 pounds when required.
The individual must be able to remain stationary for long periods of time when commuting to and from assigned destination and when traveling on state business including fieldwork and training assignments.
Qualifications Minimum Qualifications: Experience in accounting or auditing work.
Graduation from an accredited four-year college or university with major coursework in accounting, business administration, finance, economics, or a related field is generally preferred.
Experience and education may be substituted for one another.
Preferred Qualifications: Knowledge of Texas Coastal Management Program.
Experience with single audits, federal grant programs, risk assessments, federal Uniform Administrative Requirements, cost principles, audit requirements for federal awards and state contract procurement laws and regulations.
